Stop RDS DB instance

Stop one supported RDS DB instance after Describe preflight. AWS may automatically restart stopped instances after seven days; automatic_restart_time is returned when present. Unsafe with one SDK attempt. Requires rds:DescribeDBInstances and rds:StopDBInstance.
